" I am a San Francisco dog owner and a US Army soldier mobilized to Kosovo. I want to thank-you for fighting for my right to walk my golden retriever off leash. I have been here in Kosovo for seven months and I miss my peaceful walks at Fort Funston and I certainly miss my dog Kate. I see our soldiers being sent around the world to defend other peoples right to freedom, thank God there are civilians back home that our willing to fight for my freedom to enjoy a dog off leash and under voice control. Congratulations and thanks to C-DOG owners for their effort to get our pooches into the parks. It was a very nice surprise when I returned to Capitola this summer. I can now loop through Jade Street park from the railroad tracks on the way home on the evening walk. I no longer feel like a criminal! The constant supply of dog bags is another wonderful benefit to Capitola Canines.

Dear Council Members,

I realize that a great deal of energy on behalf of the City staff and the citizens of Capitola have gone into the proposal before you which when inacted will permit dogs on specific parks in Capitola. I know you want Capitola to be inclusive and you want to respond in a positive way to the many families that have companions as members of their families. I also want to remind you that those few individuals who do not act responsibly with their pets is a small minority.

When our companions are permitted in parks, on leash, we will set the example for those individuals who have let their dogs loose and the C-DOG members will remind our neighbors of their responsibility. In otherwords we hope to improve the atmosphere of cooperation and to be acive citizens who encourage others to obey the laws that pertain to our companions.

I just wanted to announce my pug dog is now legal. I bought a license on Friday, Only $10 for seniors, me not her. What a deal, it should be advertised. I keep thinking of the lady who was worried about seniors and children if dogs were allowed in the parks on leash. Who does she think is on the other end of the leash? Children, seniors, and all kinds of PEOPLE. I see this issue as being about people more than dogs. My dog could care less if we're hobbling down the rail road tracks or weaving in and out of traffic in the Jewel box because of a lack of side walks. I am the one who enjoys walking on a nice safe path in Jade St. park.

Capitola must become a much more dog friendly city. I'm a 26 year resident of Capitola a dog owner and a member of C-Dog. I walk my dog every day in Capitola and I'm quite happy to say with all the public awareness brought about by the counsel and C-Dog in this last year I've found dog owners have become much more responsible and respectful of others. I spare no one that doesn't clean up after their dog or abide by the leash laws in our community. I'm not shy about telling people who aren't abiding by the rules to clean up after your dong a put your dog on a leash. I carry several extra bags and I hand them out to those that aren't carrying bags and I'll go as far as to pick up their dogs messes right in front of them if necessary. That's what we all must do so we can share our beautiful city with our family pets. Dogs are welcome in almost all of the parks in other areas. It's often people from other areas that don't realize it's not that way in Capitola. We need to lighten up. I'd like to see the city spend more time and money handing out tickets to the people that litter, vomit and make enormous messes in our city. You should walk through the village on a Saturday or Sunday morning around 6:30. Please change the current ordinance to allow dogs in parks on leashes. I will, along with other C-Dog members, do my part in making this change a positive experience for the community. I'd be happy to volunteer some of my free time putting up signs, hanging out in parks or in any other capacity needed. Thank you for taking the time to read my letter.

In addition to being a Capitola resident, I am also a proud and responsible dog owner. We do not go anywhere without a bag. I am a firm believer that dogs are family and important part of a healthy community. When we walk we are greeted by so many people and especially on big event days in the village. Children particularly love to get to know my dog, and for many of these children this is the only way they can have this canine experience. I am a law abiding citizen in all areas of my life. I envision a time when I will no longer be a criminal for walking my dog.

I've written to you before, but want to reiterate my support for C-DOG and all the others who are asking you tonight to allow dogs on leashes at certain Capitola parks. My friends who live in Capitola have to drive elsewhere to exercise their dogs, which does not seem like a reasonable burden to place on them. It makes it more difficult for your residents to have and enjoy dogs as pets, and the research is overwhelming that dogs are vastly therapeutic in their role as loving companions for all kinds of people.

Obviously, not everyone likes dogs. Some people are afraid of them. Some people are squeamish. Not all dogs are perfectly behaved. Not all dog owners are considerate.

But, mostly, dogs are good and so are people. Surely this is not such a terrible decision your council has to make. Surely there can be room in your lovely and beloved community for dogs and the human who love them.

Dogs on leashes in the parks? Please say yes.

If only all our civic decisions were this benign.

I have been taking my dog to lighthouse field and "It's" beach for many years and have found that most dog owners who frequent dog areas will pick up after their dog and keep their dog under control. I always had assumed this was a right, and when I learned it was not allowed in Capitola, I was very baffled. I never leave my home without at least 2 plastic bags in case my dog poops on our walks. I believe the majority of dog owners pickup also. I hope that we can take our loved pets with us for a walk in the park.

We have been full time voting residents of Capitola since 1981.

We support the "C-Dog" public awareness, clean up & education campaigns and the principles it represents as to responsible dog ownership. Our dog is licensed by the Santa Cruz SPCA and has had and will have all recommended vaccinations.

As three to four days a week walking Capitola seniors we have been restricted from walking our leashed dog on the Capitola Wharf. We can understand and share the sanitary concerns as they pertain to the play park areas but with the dead fish, seagull and pigeon populations of the Wharf these concerns seem immaterial and somewhat trite.

We can pledge to you two things if you allow us to walk our leashed dog on the Wharf 1) we will police the area each time we are on the wharf and pick up and properly dispose of any dog owner mistakes: and 2) you will qualify as a candidate we can support during the next election.

Hi C-DOG Gang:

This is my first email of support although my partner has fortunately been more vocal and usually keeps me updated. We have attended a Capitola City Council meeting to show our support even though we didn't speak up. We are not actually dog owners but occasionally take my friend's dogs out when we can (two goldens, an Australian & a Samoyed Shepherd). The goldens love to swim after the ball and spend most of their time in the ocean. The Australian focuses entirely on 'his' ball and tries to catch it on the first bounce at the surf's edge. The Samoyed is too old and arthritic to run or jump but likes to be included with an occasional toss and would rather be social with other dogs and humans. We don't take them to the beach or anywhere else like we use to because of the occasional hostile (human) response. We love these dogs who are usually kooped up in the house or backyard. The owner would like to find a home for the Australian Shepherd (Hobo) who would rather be the 'only' dog anyway to get all the attention he can. Meanwhile, the dogs are taken out every so often but not nearly enough (everyday would be good). When I have the dogs I take bags to clean-up and leashes but they need to run and play. Please continue to rally support for the canines and keep us on the mailing list. Also, please add our neighbor to your mailing list and perhaps he will become more involved to see that his dogs can enjoy more designated dog areas to run freely with supervision.

Dear Council Members,

I am writing this to urge you to vote for changing the ordinance to allow for dogs to be in Parks on leashes. We have moved to Capitola during the last year with our dogs and we enjoy going to the Esplanade park to sit on the benches and watch the ocean. We would like to be able to bring our dogs on leashes with us. As taxpayers we believe we should be able to enjoy the parks as much as anyone else with our dogs. Yes, we need to be sensitive to others who are not "dog lovers" by keeping some distance, dog in control, and picking up after the dog. I believe dog owners can be sensitive and most are, there will always be a few "bad apples" no matter what. We have met many people and enjoyed many conversations with people that have stopped and wanted to pet our dogs, locals and visitors alike, children as well as adults. We can see no reason why allowing dogs on leashes with owners at the parks is unreasonable request. So please vote for allowing dogs in parks specifically Esplanade park, dogs on leashes only!

Dear Capitola City Council:

Just a few thoughts to follow up on last night's most unpleasant and
disturbing discussion of the dog ordinance. I realize how volatile and
inflammatory an issue this is, and has been, and I think that many in the community, including myself, have made an effort to listen to and learn from those who see the issue from different perspectives. What is disturbing and dissapointing to me is that, after more than a year of a really concerted, responsible effort in terms of education, fact-finding, and community service - to say nothing of hours and hours of meetings, communication and outreach to all, letter writing campaigns, petitions, press releases, etc. etc. etc. (i.e. the ususal methods of informing and educating the public on behalf of a community issue) and consistent responsible, mature, respectful behavior, the City Council (with the seeming exception of Bruce Arthur) consistently bows and bends to what has to be defined, or what I would define, as the "lunatic fringe," those who come out of the woodwork at the last minute using the most outrageous, flagrant and terrifying anectodal tactics that seemingly are successful in intimidating the City Council. Instead of looking and listening to those who have put forth an earnest, consistent and responsible effort, the Council seemingly listens to those who use racial epithets, call people "Nazi's" and generally behave and speak in a totally irresponsible, unprofessional, abusive and unethical manner. It certainly makes one disdainful of the whole process. I feel very strongly that, if nothing else, the Capitola City Council should insist on some basic level of responsible and ethical communication at these meetings. Allowing statements that are false, inflammatory and predjudical does nothing to advance the process but, rather, demeans all who are involved. I urge you to give this some considered thought - I am not necessarily urging a change in heart in terms of the outcome but I ask that you examine your consciences and actions and perhaps give weight and measure to the voices of responsibility, maturity and social acceptability. I have lived in the Village area of Capitola for nearly 15 years. I have two dogs. I whole-heartedly support the creation of a dog beach and dog park. I understand that you believe that dogs and families/beach goers are an incompatible use for the Capitola beach. Please remember that the proposal for use of the beach by dogs is to occur only at specific hours, before most beach goers arrive and after many of the beach goers have left. If the Council cannot support the current proposal, I would offer that dogs ON LEASH be allowed on the beach during specific times. I believe that, working together, it will be possible for all the citizens of Capitola to share our wonderful beach.

Dear City Council Members,

I have been informed that the Capitola Dog Task Force has voted to support the drafting of a new ordinance allowing dogs on leash in specific parks. I am in favor of this new ordinance. Our primary form of transportation, since we moved to Captitola, has been "Walking" and we prefer to a take the entire family, including our dog-companion. When we walk to the 41st shopping area we prefer to walk through Jade Street Park to make our connections with the shops.

I do support the formalized Peer Patrol program suggested by our City manager, Richard Hill.

Dogs are important members of our families and should be permitted to accompany us when possible.

The Santa Cruz Pacific Garden Mall does not permit dogs, whether on a lease or in a backpack. We do not go to the Pacific Garden Mall.

The more we include our pets in our daily activities, the more opportunity we will have to conduct our pets responsibly in public. This same consideration applies to children as well.

I would like to write to you today about our consideration of the issue of access to the beaches of Capitola by dogs and their owners.

My wife and I purchased a beach home in Capitola about 6 years ago. This was the culmination of a dream to own a seaside home and to live in Capitola, a place we have vacationed in for the past 30 years.

One of the attractions of this beautiful town was that we could take our Labrador, Rosie, to the beach and watch and share in her joy of the ocean. This activity has been a part of our regimen when we come to Capitola nearly two weekends a month and for six weeks during the summer.

We take great pleasure in this morning ritual, and watch many people who also observe from the pier as our and many other dogs scamper and frolic in the sand. We have always picked up any droppings, and have never seen anyone not follow suit in this cleanup. In recent months we have come to learn that access to the beaches is now a 'cause celeb' for a highly vocal, incredibly small minority of people who oppose dogs being on the beach at any time.

I would submit that if you are to accurately assess the 'level' of concern, that it not be confused with the 'volume'. During my work career, I have spent time as a registered lobbyist in our state's capitol, and I do know that small numbers very vocal people can successfully manipulate political decisions in ways that are hugely disproportionate to their numbers.

Please do not fall victim to this possibility. I feel strongly that dogs on the beach are a truly 'victimless crime'; you hold the power to ban dogs and their owners; I suggest you examine the quality and quantity of the opposition to assess the authority on which you might make such a choice. Your constituency includes many dog owners who are ready to commit to strict guidelines of cleanup and management of their animals.

These people gain great satisfaction and bring joy to their animals with something as simple as a short time together at the beach. Please do not constrain this activity; you will have broken a trust that will not be soon repaired nor forgotten.

Dear Capitola City Council,

I am writing to you to express my support of opening your parks to dogs and by default to dog owners. I volunteer for California State Parks with the Santa Cruz Mountains Mounted Assistance Unit. In this capacity, my job is to assist the Park Rangers, acting as their eyes and ears, and by providing park visitors with information about the parks rules and regulations.

During the past eight years that I have been volunteering for the local state parks in this capacity, I have had numerous interactions with dog owners. One conclusion I have drawn is that outlawing dogs only turns dog owners into outlaws. Providing reasonable access, allows dog owners to utilize our wonderful parks, open spaces and beaches in a conscientious, positive and lawful manner.

Most people want to behave lawfully if given the opportunity. I understand the the Capitola Dog Owners Group is volunteering to assist with education efforts and enforcement in any areas that you are able to open to dog access. This is to be commended, and peer enforcement is effective. Volunteers providing information about State Park use does work, which is why the State supports and encourages Mounted Assistance Units in the California State Parks.

I hope that you will move forward with this plan to open some of the parks and the beach, so that all of your citizens can take advantage of them. There will always be people who are against change, fearful of possible problems, etc. By allowing a legal outlet for Capitola dog owners to utilize Capitola parks, you are giving them the opportunity to be responsible pet owners and to have access to City property that most of them pay taxes to support.

I am a Capitola resident.I am also the first person to approach councilman Arthur about letting dogs have some time on the beach.When I asked it seemed like a simple thing...obviously it is not.I wanted to be able to take bella to the beach , not just for my dog but for me also.Taking bella to the beach provides great joy for me.It has also enabled me to meet many of my neighbors that I would not have met otherwise.I sincerely believe that letting dogs on the beach for a limited time each day would be a win win situation for all involved.Please consider our request with great care.

I am writing to tell you that I support C-Dog. I am a responsible dog owner who would love to share the local beaches and parks with my dog. My dog's greatest joy is a walk with his family. We often take him on a leash to walk to the local merchants in our Capitola neighborhood, where he patiently waits outside with his dad while his mom shops for groceries and supplies. It would be wonderful to reward his good behaviour on our walks by allowing him free running time on the beach and parks. Scout loves to meet with other dogs in a park setting to run and play, as dogs are meant to do. Because of this, we take Scout to the lighthouse park, but would love to have the same type of place closer to home! We promise to adhere to any set hours for this activity, and we ALWAYS clean up after our dog.

Dear Capitola Council Members:

I am writing to request your support of allowing well-behaved dogs on Capitola Beach during limited times and seasons as recommended by the Dog Task Force.

I moved to our neighborhood in June after living near Seacliff Beach. It has been much more difficult to exercise my two dogs since moving here. To get the dogs to a beach that allows them, we have to get in the car. Not only is this a great waste of gas, I'm adding to the gridlock if I go after work. My older dog has arthritis so it is not possible to walk him down to New Brighton as many other dog owners do. However, regular exercise helps his arthritis.

When we do walk, I meet and greet many of my neighbors. As a "newcomer" I enjoy this manner of meeting people.

Both my dogs, about 30 pounds each,have been socialized around other dogs and children. In crowds or with many other dogs, I keep them on a leash to minimize problems. And of course, I always have baggies with me to clean up after them. I volunteer with Save Our Shores overseeing beach clean ups, and believe me people are the worst cause of pollution. Just look at the overflowing trash cans on the Esplanade!

When dogs are cooped up, as mine have been during this recent rain, they get more stressed and their energy needs to be released. This is what can lead to barking and other anti-social behavior. Well-behaved and trained dogs should be allowed to exercise, and residents should have access to our local beach.

Dear Capitola City Council,

We would like to voice our support for the current Dog task force committee recommendation that allows dogs on the beach during the Winter time period on a trial basis (October 1- May 1 during limited hours -before 10 am and after 4pm). We would also like to voice our support for allowing dogs in the parks on leash, (except hidden park). This recommendation is fair, reasonable and strikes a balance between the various needs of our community. The limited hours and seasonal window in and of itself will be a limiting factor on the amount of people who could use the beach.


Dog ownership has also been an excellent community builder, some of our best friends in Capitola are the owners of Jack, Jimbo, Ginger, Maggie, Capitola Jack, etc., Dogs are members and residents of the community and should be treated as such. They should be allowed to exercise freely, enjoy companionship of other dogs in an un-leashed environment, take a stroll in our parks with their owners, and enjoy all that Capitola has to offer. In return, studies have shown that dogs allowed to run freely and are exercised are not as aggressive towards people as dogs that are under-excercised.*


In addition, providing a "dog friendly" environment is important not only to those members of the community that have dogs but those members who cannot and would like to have a dog, or just enjoy dogs. In these times of constrained housing, and two job families, frankly dog ownership is unfortunately becoming a luxury. As a dog owner, we frequently have children at parks or on other beaches outside Capitola who come up to Annabelle and pet, laugh, and enjoy her licks and smiles.Allie who lives down the street brings treats and throws balls and has developed a relationship with Annabelle. An elderly neighbor who lives close by, when she was more able, petted our dog. We feel privledged that all these people are vicariously enjoying the companionship of our dog and feel the Capitola community should also enjoy this benefit. It lends to the small town village feeling that we know and love.


The current restrictions on dogs were created in a time, 20 years a go when the community itself did not in many cases act responsible. Times have changed and so has the dog community. The dog community is more sophisticated and understands the responsibilities that a owner needs to take. In addition, communities such as C-DOG http://www.capitola.com have been developed to keep building this momentum & continue building awareness.

I support the recommendations put forth by the commitee for dog issues in Capitola. I believe that access to all parks and beaches would be nice, but their recommendation does cover the majority.

Also I believe that a section of the beach to the right side of the pier (while looking out at the ocean) should be available for summer use as well, but I obviously support any use of the beach at anytime of the year.

I believe that the needs of local residents in Capitola will be better met with the adoption of these recommendations.

Dear Council Members,

I am writing to express my strong advocacy for dogs being allowed on the beach in Capitola. Even if they only have access to the small area to the north of Capitola wharf, this is overwhelmingly a good idea. As a veterinarian and dog owner myself, I can sympathize with the need for authorized places for dogs to run. There are so few areas that allow dogs within the city limits!

Countless studies have shown the widespread health and emotional benefits from pet ownership. As regulations become tighter and tighter, restricting pets from apartments and other rentals, it is becoming increasingly difficult for people to own pets unless they are fortunate enough to own their own homes. As you know, this is becoming increasingly difficult in Santa Cruz County for the middle and lower classes.

I feel very strongly that with the proper guidelines in place, pets and people can coexist remarkably well. I understand that the main arguments against dogs on the beach are aggression and waste management. The latter is not really a valid argument, since people that use the beach are also prone to leaving waste, and yet people are allowed to use public beaches. With regards to health concerns, there is an extremely limited potential for any health risks associated with exposure to dog feces. Furthermore, dog owners should be responsible for removal of their own dogs' feces, and perhaps there are groups of people that would voluntarily make sure the beach is clean every evening. As far as dog aggression is concerned, this is also fairly limited to an extremely small percentage of dogs. If and animal bites a person, the dog owner is cited and is simply prohibited from returning the dog to he beach.

Dogs need to run to relieve their own stress. Exercise is a proven stress reducer in people, and it serves a similar purpose for pets, in addition to other more well known health benefits.

I hope that you will seriously consider allowing beach access to our canine companions in Capitola.

I would like to applaud the work being done to find park and other recreational activity space for residents that wish to use city recreation facilities as off leash areas for their dogs.

Dog owners deserve dedicated park facilities as do residents whose interest lean to soccer, football, baseball, tennis, basketball, picnicking and walking trails. They are tax payers whose interest in park/beach use may be a bit different from others, but definitely just as deserving and well earned.

Capitola and the rest of Santa Cruz County are considerably behind in accommodating dog owners. Neither Santa Cruz County or any city in the county to date has provided the accommodations for our locals that many other cities and counties have already successfully provided to their dog owning public.

I have taught dog training classes in Santa Cruz County for over 35 years for Monterey Bay Dog Training Club, Inc. This past year, I have met many responsible dog owners that come to our training facility in Capitola. Along with dog control, these students are also taught responsible dog ownership. For most this is a review. They are responsible dog owners demonstrated by the fact that they are willing to spend both time and money to insure that their dogs become good canine citizens, under control and not a nuisance to others.

Dogs do need and deserve to have an opportunity to run and frolic. I can't encourage you more to assist in providing areas for them to do this safely and legally.

I'm writing to add my voice to those in favor of allowing dogs access to Hooper's Beach. There are few enough places in the area where we can take our dogs, even though they are well behaved and we clean up after them. They really enjoy going out, whether it's for a walk through a pet shop, a park or the veterinarian's office.

Someone wrote an editorial in the Sentinel recently saying that the proposal should be defeated because people who don't live in Capitola will take advantage of it and bring their dogs. Yes, people who don't live in the city will bring their dogs. I will. I live in Santa Cruz County, outside of all of the incorporated areas. I still make use of facilities in the cities, such as parks, libraries, beaches, shopping centers and hospitals. Please keep in mind that people who don't necessarily live in Capitola who come to the city in order to walk their dogs on the beach would also be likely to shop here. It could have a good affect for the community, and ought not have a bad one.

I do hope that you will allow us a chance to prove ourselves able to both use and protect Hooper's Beach.

This letter is a wake-up call to dog owners in Capitola. We may be in danger of losing the privilege to walk our dogs in Capitola because of a few irresponsible dog owners who do not pick up after their pets. People and dogs can share parks. Dogs are welcome in Golden Gate Park, The Arnold Arboretum, and Boston Commons. I have visited beautiful parks that allow dogs in Orlando, Nashville, Portland, New Orleans, and several other cities.

My husband and I frequently walk in the village with our dogs. Many times we have commented that if people don't start cleaning up after their pets, it will only be a matter of time before the "No Dogs Allowed" signs appear. Our dogs enjoy their visits to the parks as much as we do. It would be very unfortunate if dog owners and their canine companions could not utilize the parks because of the negligence of a few. Please be a responsible pet owner and pick up after your dog and advise others to do so as well. Hopefully, we (dog owners) will still be able to share the parks with our four-footed companions.

Pooper Scooper Laws from Hell

If you have trouble cleaning up after your dog here in the United States, be thankful you don't live in the United Kingdom! Scientists at Leicester University in England, have developed a technique which enables DNA "fingerprints" to be obtained from dog feces! This technique is currently being tried out in Churchtown, near Gloucester, where fouling has long been a big problem. The aim is to see if this can help prosecute cases against carless pooper scooper felons! Village dog owners will be asked to step forward and provide samples of their pet's fur, which will then be used to set up a DNA database. Samples of "criminal" feces will then be checked against the records to see if the animal responsible can be identified and prosecuted! Wouldn't it be easier just to clean up?

Dear Honorable City Council Members:

We are writing to support access to parks and beaches for dog owners and their companions. Specifically, we support the recommendation that Hooper's Beach be available to dogs (and their owners!) before 10 a.m. and after 5 p.m. This is a reasonable time period, and should have little impact on the tourists. Most visitors tend to arrive after 10, and leave well before 5 p.m. This schedule means most dogs on the beach during this time would be LOCAL dogs.

As responsible dog owners, we would encourage fellow owners to clean up after their pets and leave the beach as clean, if not cleaner, than we arrived. We usually pick up trash while our dog plays. It should be noted that we have never found dog poop on the beach, but we have picked up plenty of "people poop" - wrappers, cigarette butts, soda cans, etc.

Dear Members of the Capitola City Council:

First of all, please let me comment that, as a relative newcomer to Capitola, I wish to express my/our appreciation of all of your hard work and dedication to making Capitola a better place. I have observed your work and dedication on many fronts (the designation of the Monterey Avenue wall as a historic feature, our own remodeling & foundation experience, the Capitola Avenue Streetscape Project, & various issues I have witnessed at Council meetings and the dog-beach project...to name a few) anyway, our thanks for all of your hard work.

I am writing because this weekend we traveled through Carmel on our way to our Thanksgiving destination. I wanted to stop at the beach and return to the place where my Mother had ridden her horse wildly up and down that beautiful beach some 70 years ago! I was so delighted to see so many enjoying this most beautiful place - among them 20 or 30 dogs who love so much of what we all love about the beach...the air, the water, chasing, running, swimming, meeting new friends and engaging their owners in fun, social interaction. I was struck that if, on this most spectacular of all California beaches, dogs were allowed...welcomed... that the beach was pristinely clean and surely a reflection of responsible, caring dog owners we surely could do the same on our "Hooper's Beach" on a smaller, more limited scale. Though I wish to be brief regarding my strong support of your hopefully positive finding in regard to this proposal, I want to express possible aspects of opening up some of our public places to dogs and their owners. Walking my dog around Capitola and many other places has afforded me the opportunity to meet so many people that I would have not chatted with and gotten to know. I am constantly reminded how this "pet parent" interchange is so like our parental exchanges regarding our children...the pride, the interest, the commiserating, the exchange of information and support i.e. getting to know others and having them get to know you. For many in the community, these interchanges are vital and important...the elderly, newcomers (such as I), children, people from other countries...all...are enriched by this fun social sharing and getting to know each other as well as our beloved pets. I have had personal experience with regard to pets and the elderly and know the deep value of these relationships as well as just the casual interchanges that can take place on the street, in a park or on the beach and the value of this social interaction.

Also this weekend, we were fortunate to be invited to the home of George and Alice Bergna, who live right above Hooper's Beach. There were also 2 other residents of Cliff Drive (right above the beach) Alice Hopkins & Carolyn Emigh as well as Mrs. Bucher who lives at the Venetian. I broached the subject of the dogs on "their" beach and they were all resoundingly enthusiastic - they all said they loved seeing the dogs, their owners, the play, the joy and they all wanted to know what they could do to support opening up the beach to dogs and their owners. (I suggested they contact you!) One of the above residents, who is recovering from a serious illness and lives alone, lamented that she no longer had a dog because she could not take it on the beach or the wharf and that was about as far as she could walk!

I apologize for the length of this letter but I urge you to think beyond just the dogs and their residue (which will be responsibly dealt with, I am sure, as it is in Carmel and other dog beaches) and keep in mind the richness that our canine friends bring to all of our lives and to the weaving together of the fabric of our community. Thank you for your patience in reading this and for your support. Keep up all your good works!

DOGS DO BELONG ON CAPITOLA BEACH!

Have you ever known the joy of playing with your dog on the beach? Or perhaps you've witnessed the pleasure of a puppy, jumping about in the water, having fanciful fun. How about a gathering of dogs on the beach? Isn't it great to watch the way they socialize and frolic? One can't help bu smile at the delight and freedom that these animals must be experiencing.

Dogs do so much for our personal lives. They lower our blood pressure. The offer a happy greeting to us upon arriving home after a frightful work week. Our dogs serve and protect us. They are our best friends.

The previous issue of Capitola Times bore an article unpleasantly titled 'Dogs don't belong on Capitola Beach'. I was personally insulted that one person assumed to speak for Capitola redicents. As I walk my own dog in our home town of Capitola, I see so many others with their pets. Seen every other neighbor around me has a dog. I am grateful to those individuals who took it upon themselves to rally for a petition, allowing our pets on our community beach at sppointed times. Considering the population of dog owners in Capitola, it seems only fitting to let our beaches go to the dogs.


Do we really want to keep Capitola strictly for the tourists? Is that what our community desires? Take action Capitola dog owners! Do what you can to make a co-existant lifestyle for our pets and ourselves. And please be courteous and always pick up after your pet. Thank you.

Yes we're totally interested in a dog park and would like the email info to pass along. We even trained our dogs not to go to the bathroom on walks so that we would be able to take them to the beach and not have to worry about them "making a mess" in public and would love to be able to have a place such as a dog park or be able to take them to the local beach since there's no harm they would be causing. California to the area I was dismayed to find there was no safe area to run my dog off-leash, away from the water. When our friends first moved from Quebec to Capitola we walked down to the beach and had lunch at a cafe with a deck that is on the beach -- we tied our two GSDs to the outside of the deck fence, they sat on the beach enjoying the surf while we enjoyed our lunch.

As we ate our lunch I wondered why so many dog owners sat on the edge of the beach holding their dogs looking longingly at the surf. After lunch we all walked down on the beach and into the surf with our two GSDs on long training leads because we weren't sure if it was okay to walk off-lead at this beach. When we came off the beach several dog-owners strongly commended us for our bravery. When we turned around and saw signs saying something like *no dogs on beach -- massive fine* we were shocked. We were not brave, just unobservant...and lucky we didn't get a huge fine for our little frolic. We were all absolutely amazed that so many people have dogs in Capitola but can't enjoy their own beach --- ever.

Is there *anywhere*??? to let a dog run off-leash legally in Capitola right now?

Our water doggies give sand and water priority over city parks but we'll play anywhere we can. Good Luck and let me know if I can help once we get back. If we succeed in Capitola lets take on the State Park system next as they have jurisdiction over a huge portion of our local beaches which means no off leash almost everywhere certainly at this end of the county. We have less people on the beaches here and more rules. How stupid!

Hi, I am one of those citizens who made a conscious choice not to have children (with 6 billion+ humans there are enough of us already) and brought a dog into my life after much consideration. What confounds me is how dogs are not allowed to run free anywhere legally in the county due to all the rules passed without input from the dog owners themselves. There are according to the SC SPCA 8100 licensed dogs in our county with no place to run. This makes it impossible for all of us dog owners to be responsible to the needs of our dogs to run, socialize, and stay healthy without breaking the law. That's 8000+ people who can't help but break the law every time they run their dogs on the beach or in a park as there has been no accommadation made for us and our canine companions. That's ridiculous! We exist, we aren't going away, and we will continue to break these laws every day due to the fact we have been left with no alternatives. We dog owners have helped pay for these public spaces just as those who do not have dogs have paid but we have been left out of the benefit of our tax dollars. My money is just as green as the next taxpayers money. I support the proposal to time-share these public spaces by having designated off leash hours in specific areas to provide us with places to legally run our dogs without harrassment by park authorities. As for the complaints about dog poop please consider that a dog will poop regardless of whether it is on a leash or not and it has always been up to the owner to clean up after their dog. In comparison to the trash left by humans and their kids etc. what dogs leave behind is miniscule. Just look at the data after every "beach cleanup" day, we are talking tons of debris left by humans not dogs so please keep that perspective in mind. In other areas that have specific off leash hours there are groups of dog owners who make it a point to keep the areas clean and will confront irresponsible dog owners so as to keep the situation from deteriorating by neglect. I hope you will give this serious consideration.

We own two pug dogs, charlie and violet.

  • yes for dog parks
  • yes for attended dogs on the beach west of the wharf on off peak hours.
  • yes, install a doggy bag dispenser near the entrances to the beach west of the wharf

We cannot make the meeing on the 28th Sept., however, we would like to be included on the petition advocating the above actions by the City Council.

Thanks for your efforts so far. I attended last night's meeting and would like to join your committee. I am a kitty owner; but appreciate pet companionship in all forms. I've worked with the Santa Clara Valley Humane Society directly with their board in order to bring housing to pet owners whom rent and have such a hard time finding housing. I've also worked with an animal rescue group educating the public regards spay and neuter, and responsible pet ownership. I look forward to working together to promote responsible pet ownership for all. Please let me know what areas/duties are needed at this time on your committee. Have you thought about holding monthly meetings for the committee members to discuss different areas of need, etc.? Anyway, look forward to hearing from you soon.

We would love to see a local place where our dogs can run and play. I plan to attend your meeting on Thursday 9/28/00 to back you on these issues. Well behaved canines lend companionship to the lonely, playfulness to those in need of inspiration and sheer joy to the life we all lead. I take my dog everywhere- the video store, copy center, coffee shop- and he is like a magnet for people. His big brown eyes and wagging tail immediately makes people smile. They reach out to touch him long before they see me at the other end of the leash. Dogs do this to us. They make us want to connect and touch them in a way we cannot do with people (not without proper introductions, of course ). I have never been asked to remove my dog from a place of business; people enjoy dogs too much! They are as much a part of our lives as children would be, and deserve equal consideration in the community. For many people their dog is their surrogate child; be it my choice or by nature. You have our complete support in rallying for a dog friendly place in Capitola. We look forward to seeing you soon!

I am very excited about a possible dog park in Capitola. As a responsible dog owner I often take my 2 dogs to Lighthouse Beach on the Westside because it is a designated dog beach. It takes me 35-45 minutes in traffic each way because the off leash times are during commute hours. There is definitely a need for a dog beach and park in middle/south Santa Cruz County. My 2 Golden Retrievers are very well behaved and I am careful to always pick up poop. I would have come to the meeting on Thursday to give support but I only heard about this proposal today. Santa Cruz County needs to get with the times and move forward with this project! If you need any help with the dog beach and park please let me know.
